Research study of the challenges of humanitarian access and operation in Yemen 2023
The ADH joint appeal in Yemen was first launched in 2016 to support populations affected by the armed conflict. It focused on food security and health with supporting measures related to disease control and prevention or distribution of essential drugs to health care centers. Since 2016, 16.6 million EUR were raised, from which ADH member organizations participating in the appeal could request funds for humanitarian response projects.
However, the operating environment for humanitarian actors in Yemen has been characterized by insecurity and great challenges to access, in particular by delays and denial of humanitarian activities and travel permits, as well as interference in humanitarian activities by local authorities. While increased intensity of the armed conflict has been a contributing factor to the access challenges for humanitarian actors, the limitations have predominantly been bureaucratic.
In December 2022, CMC was contracted by ADH to carry out an Independent Evaluation of their joint appeal in Yemen, including projects running from 2021 implemented by eight participating organizations and their partners.
The evaluation aimed to provide insights into the different approaches and possibilities for how humanitarian organizations could work in Yemen, as well as good practices and proven concepts on risk management and risk transfer. It also identified gaps and obstacles faced by humanitarian actors in Yemen, and provided recommendations and “lessons learnt” for future programmatic planning to improve the work of ADH and its partner organizations.
