Synthesis and Country Reports of the Real-Time Review (RTR) of the response funded by the Ukraine Humanitarian Appeal 2022

After the escalation of the conflict in Ukraine, the Ukraine Humanitarian Appeal raised by the Disasters Emergency Committee (DEC) raised over £400 million. The thirteen member charities taking part in the appeal were to spend DEC funds over a period of at least three years, split into Phase 1 (the first 6 months) and Phase 2 (the following 30 months), supporting humanitarian programmes in Ukraine, Hungary, Poland, Romania, and Moldova.

CMC was contracted to conduct a Real-Time Review of the response in Ukraine and neighbouring countries. The primary purpose of the Response Review was to instigate collective real-time reflection and learning to inform adjustments across DEC members’ responses.  

The review followed a participatory approach and provided an assessment of the response based on Core Humanitarian Standard (CHS) commitments and focused on learning. It employed workshops, Key Informant Interviews and Focus Group Discussions to collect data from affected people, aid workers, local organizations, DEC members and others, to reflect and report on the findings. Its purpose was to draw conclusions and give recommendations for real-time application in Phase I and Phase II of the Members’ programmes in the five countries.
